Improvement of energy efficiency of the facilities of the Regional Health Centre

SIGNING THE PROJECT CONTRIBUTION CONTRACT:

14 August, 2015, the Minister of the Environment, acting as the operator of the program PL04 "Energy saving and promotion of renewable sources of energy" in the name of which he National Fund for Environmental Protection and Water Management in Warsaw operates and the Regional Health Centre SP. z o.o. in Lubin, signed the agreement covering provision of finances for the project: "Improvement of energy efficiency by termo-modernisation of the facilities of the Regional Health Centre SP. z o.o. in Lublin" within the Financial Mechanism 2009-2014.

PROJECT DESCRIPTION / MAIN OBJECTIVES:

The aim of the project is to improve energy efficiency through thermo-modernisation of four facilities of the Regional Health Centre SP. z o.o. in Lubin. The result of execution of the project will involve reduction of energy demand, which will positively affect reduction of emissions of air pollutants. This will help to improve the living conditions of the inhabitants of the region, as well as improve the conditions of treatment of the patients and the hospital staff. Based on the carried out audit of eco-efficiency, following issues occurring in the hospital were found:

• the need for exchange the heating system and its regulation in the facilities of the hospital,
• the need for modernisation of the hot water system in the facilities of the hospital,
• the need to warm the walls, roof and ceiling and replace windows in the facilities of the hospital,
• high loss of heat energy through leaking partitions,
• insufficient comfort of treatment of the patients and the working conditions of the staff,
• increased environmental pollution due to large demand for thermal energy.

The problems identified should be resolved as a result of implementation of the project, which will include thermo-modernisation of the facilities. The project will be executed within the Regional Health Centre SP. z o.o. in Lubin at 5-6 Gen. Józefa Bema Street in ABC facility, along with two connections, facility D, facility of the Field Reserves and in the facility of the dissecting room.

In connection with execution of the project, the following results and outcomes will be obtained:

• reduction of emissions of harmful substances emitted into the environment - reduction of CO2 emissions at the level of 1 049,63 Mg CO2/year, i.e. by 19%,
• percentage reduction in energy demand by 33%,
• high energy saving,
• reduction of the cost of heat supply to the hospital.

 The result of execution of the project will involve reduction of energy demand in a period of stability and further exploitation. The improvements introduced within the project will contribute to achieving the long-term goal, i.e. improvement of the environment, and in the long term improvement of the living conditions of the inhabitants of the region.

 THE VALUE OF THE PROJECT:

• The estimated total cost of the project is 5 461 502.00 PLN.
• The estimated eligible costs are 4 884 307.00 PLN, which include the amount of subsidy equal to 3 907 446.00 PLN.
  

THE TIME OF EXECUTION:

• The planned starting of the substantial execution of the project: III/IV quarter of 2014.
• The planned completion of the substantial and financial execution of the project: II quarter of 2017.
